I guess it's kinda like the hair dryer in a bathtub scenario, sounds like instant death, but in reality, unless you are presenting a lower resistance path to the drain than the water, the electricity won't travel primarily thru you.
Likewise, the majority of the current probably exited the metal jackhammer to ground.
That said, with 11,000 volts it doesn't take much stray power to kill you.
