USAFA - The Ultimate IP CCTV Bid Specification?

Thought this group might appreciate the <a href="https://www.fbo.gov/spg/USAF/DRU/10ABWLGC/FA7000-17-R-0007/listing.html" target="_blank">USAFA CCTV RFP</a> currently on the streets - with as detailed an IP CCTV specification as you'll ever see? Goes through layers of camera specs (somewhat redundant given it references Axis part numbers to be supplied) and then a VMS specification that is "admirably" lengthy and prescriptive ...see <a href="https://www.fbo.gov/utils/view?id=c5ed6cb9ecf55cb3e2d4c1d397ad03d2%20" target="_blank">Section 28 23 23.00 10 (!) of this document</a>. Enjoy!
Interestingly, while it lists 4 potential VMS, it also specifically refers in several places to "QuickTrack" which is a <a href="https://ipvm.com/reports/salient-test" target="_blank">Salient module</a>, while having some other requirements that Salient would seem to be unable to provide out of the box?
