Traffic Control Using Video Vs GPS?

What are the advantages/disadvantages of traffic control using video from surveillance cameras than GPS based such as Waze?

With video surveillance, monitoring would seem to be most effective in physical areas covered by camera FoVs, while GPS monitoring could be more dynamically monitored outside those areas.
