What Can Detect Thrown Cigarette Butts?

A friend of mine called me about a potentially dangerous situation he is dealing with.  

His Mother has a condo in a large building. Her condo also has a terrace that is approximately 700 square feet. This terrace is on the 34th floor of the building.  Someone from one of the upper floors (they suspect from the 42nd floor) will occasionally flick cigarette butts from their window and it often lands on this terrace creating a potentially dangerous situation when his mother is on her terrace.
