Thoughts Related To Wait Times Before Thermal Screening

I have read an FDA document regarding thermal imagers. The release affirms the conclusions reached through IPVM testing. One bullet point stood out to me (below).

A 15-minute wait for an accurate measurement is untenable for most applications. Does anyone have thoughts related to a wait of this length? Is the FDA covering itself by being very conservative and cautious? Or, is this truly necessary?
