Surveillance In Low Light Conditions

To get the best image during twilight is it better to choose a camera with a very low minimum light spec, or choose an ‘ordinary’ camera and supplement it with IR? Camera specs seem to have a very wide range of minimum lux levels.

Does it matter what lux level the camera switches at from color to b/w, if the system is designed with IR?
