I think it makes sense when the market is a commodity and the premium across competitors is primarily for brand (e.g. CVS vs Bayer aspirin).

The question is: how much of surveillance is a commodity?

One analogy I would draw are the American companies who re-label Chinese ones. There's a big markup and questionable additional value (beyond the brand).
