Showtime' Dark Net Program About Surveillance

If you haven't yet seen this episode of Dark Net on Showtime that aired on 5/11/2107, I would suggest you check it out. The topic is surveillance and exploiting cameras by hackers. The main topic is a neighborhood in Memphis that has a local network of community owned and maintained surveillance cameras. While I applaud the effort, I think that some help from professionals, like many here, could have helped them choose some better products and given them some tips on installation best practices.

They purchased 72 Reolink cameras from amazon and installed them around the houses in the neighborhood.

They have created bylaws for the privacy and was all done with a $15k grant from the city of Memphis

Those Reolink cams seem rather inexpensive. I wonder how well they perform, if they are ONVIF compliant, durable/reliable, etc?

They mention it only turns on and records for 30sec when there is activity

I understand that they are only recording motion, with a pre-record and post-record set to 15 seconds each, but that really doesn't answer any of my concerns. 

Also, somewhat related to that, imagine the retention times you could imagine with only recording motion events? Especially in residential settings. Of course, this all depends on the actual view of the camera, as well as many other settings. When asked how long the data is retained, by the one Vietnam vet who resisted the cameras, he was told not long, they overright themselves often. With just motion recording, that retention time could potentially be a really long time.

Ok, done. On first glance, it looks like we'll try a 4MP fixed bullet they are selling online for $75, a 4MP optical zoom dome for $110 and a 4 channel 2TB NVR for $250. Any alternative suggestions?
