Should You Fire Sales Reps Who Don't Hit 100% Of Quota?

This is an issue within my company right now. How lenient or not do you all think sales teams should be of reps who don't hit 100% of quota? One and done? Twice and out? Is it ok if they make 60% or 80% of their quota?
