I notice that the City of Buffalo is "partnered" with the FBI on this project. I'm betting that means the FBI is footing most, or all, of the bill for the ShotSpotter system. If that's the case, the city doesn't have much incentive to say no, even if the system doesn't have a strong history of working very well.
