Settings For Gate Camera

Can anyone post recommend settings for gate cameras to capture moving cars and license plates? We have a Digital Watchdog Spectrum DWC-MB44Wi650C2 All-in-one 4MP bullet camera with 6~50mm vari-focal p-iris lens with motorized zoom and auto-focus and IR installed. This camera is rated for 30 frames per second, but while watching live and recorded video we are seeing sub 10 frames per second. The video overall looks very choppy. We are not sure what setting to use to correct this issue?

We have recording set to 30 fps with best and motion enabled on the spectrum side.
