Power Consumption Of A POE Camera

I'm trying to calculate the power requirements for a hardened field switch which will have fiber with a copper power cable run to its remote location.

According to the spec sheet the cameras, we are using require 5.5w max.

Is this max rating at 12v DC or at 48v from a POE source?

If we do the calculation at 12v vs 48v the power requirements are significantly different for the switch and would require a different gauge of copper power cable.

Cameras are from Uniview IPC328LR3-DVSPF28-F.
