Subcontracting Installations - Advice Requested

We are new to the industry and are having our fair share of problems with subbing work out to a specific subcontractor. What we're looking for is for somebody to do site walks in order to determine cable lengths, tools for the job, etc prior to the sale, and then perform the install... This particular subcontractor has a decent amount of experience in CCTV & Access control, but what he/she's been asking for sounds completely unreasonable... Check out this email we got just recently:

This email is being conducted in order to clarify my job description, as well as my compensation. XXX is your subcontractor and I am in charge of installing, dressing, dropping, and terminating residential, commercial, and industrial projects. I will have my own team that I will be in charge of that will handle the installation. Unless there is a project that requires extra hands, in which we would out source for more help. The amount of help will be determined after the closing of the deal and the rate of pay I’ll need to pay my employees. Furthermore, anything that has to do with the sales aspect I can assist with but only at my agreed rate of $40 an hour plus commission. The sales side I am willing to manage may include but not limited to: site walks, material list, site management. This must include my time traveling in/out of state, site walks, composing material cost, and management. I’m looking forward to our continued partnership.
