Just received an odd request to have a camera which can see from above a swimming pool down into the water 10'. Any best practice for this? What about at night time?

I've never done this before but I would suggest you look into and possibly propose to your client a camera that's in the water. This would minimize a lot of the issues you would have with lighting changes, glare and reflection.
If the camera must be above the water, you might consider modifying it with a polarizing filter to help with the reflections and glare from the water.
At night I would think that lighting should shine on the subject from below the waters surface.
Let's go to basics, what is the purpose of the camera?
How large is the pool?
Do you need to be able to see to the bottom of each wall?
What options do you have for camera positioning?
Could you put a camera 20' or so above the pool?
