Moving Users Between Passback Regions In S2 Netbox

I'm setting up screens for security guards to manage onsite/uncontrolled space for one of my S2 NetBox partitions.
I've created a user in the partition with a custom menu. The user can passback grace an onsite user, which sort of moves them to the uncontrolled region. I'd also like to give them the ability to move someone onsite from uncontrolled. Does anyone know how to do that or even if it can be done?

I also have a problem with people from other partitions that were given access to this partition. When they're onsite, the guards can't see them in the Passback Grace screen, only users native to this partition. I have to go to their original partition to see that they're onsite. Anyone have any ideas on how to change this?
