Does mac filtering under "User" work with limiting what mobile devices can login? I entered my iphone's mac but when I tried to connect to nvr it gave an "Error 56". Delete the mac address and can login.

The Hik probably has IP filtering as well, you may have better luck at that, though you will need a static IP from your cellphone provider.
If you are just looking to increase security but don't want a static ip, you can try to find a list of the IP subnets on which your carrier allocates to and create white or black lists (assuming you can use wildcards)".
Though that won't stop anyone from the same carrier as you and the info could change any time without notice.
