Can you share generally what the application is, or at least what some of the key requirements/needs of the client are?
In extremely general terms of the 3:
Avigilon focuses on analytics and an end-to-end solution. It is a much more powerful system using their cameras with their VMS.
Exacq is a "traditional" VMS manufacturer with NVR recording hardware and many Enterprise software features.
Open Eye is focused on cloud-based VMS solutions, with onsite NVR hardware and some OEM camera offerings.
*by mentioning a point for one manufacturer, that does not mean it isn't offered in one of the others, just trying to boil it down for you.
Whatever additional details you can provide will help narrow down the responses.
