Is There A Source For Temporary Employees?

Curious how others handle being short staffed in today's work environment?  Old-school employees worked every day.  They understood the value of and took pride in all phases of work.  20 - 30 years ago, employees showed up to work if they had to crawl.  Slowly but surely that is changing.  I am not blaming anyone - I think it is just the times we live in (millennials maybe??) but some modern day employees just take off whenever they want.  When an employee decides they need some time off, whether they have days available is not an issue, they just take them.  There is no "list" of freelance technicians that are certified one can turn to for temporary / short term employees.    I am not so much worried about the discipline involved, I just wonder how do others fill in the gaps to keep their jobs moving?  Are others seeing an increase in this kind of thing?

I'm curious about this as well. In residential care, it is a requirement to have a certain ratio of CNA's to residents. When short-staffed, they must call up an agency and order up a temporary CNA who will come in typically at a higher rate of pay to fill in the gap. I'm not sure there is a parallel here.
