Is There A Correlation Between Pixel Density And Pixel Size Of Objects/Percentage Of Screen Size?

The IPVM calculator can be used to calculate pixel density in a given situation. However, the video analytics companies define their requirements either in pixel size of objects (say 70 pixels) or percentage of screen size (say 4% of screen size). By using the IPVM calculator can I figure out that with a given camera will I be able to meet the requirement at a particular distance from the camera?
