if you are planning on raising rates then raise it for everyone... unless of course you have a contract with a customer stating a certain rate for a certain period of time...
Across the board is the only right way to do it. If you aren't providing a valueable enough service to existing clients to justify the increase, you are setting your price too high anyways. If they are willing to pay more, then you are doing the right thing. Either way, you will find out soon enough.
