One point the very detailed story does not touch on is how badly IBM has floundered with video analytics in general.
For background, I did a post 10 years ago, when the site was just 3 months old - Exploring IBM Video Analytics (Smart Surveillance System). That was basically their prime, if they had one. In 2009, IBM "Dumped" and US Public Surveillance Problems.
They had some press release with Pelco at ISC West this year but overall they have been MIA for a long time.
I think it's good to have this search criteria and lot more like this. Once a suspect is aimed and some of its characteristics are known, any help searching thousand of hours of video is welcomed.
If this is illegal in US, then it shouldn't be allowed there. But for other countries can be very valuable.
