How Many Of You Charge Sales Tax To Federal Or State Gov't Clients?

This has been a hotly contested thing in several places I have worked. When should you charge sales tax if the project is for the Federal or State Gov't?  Obviously they are considered tax exempt, but does that make the materials and equipment you are purchasing on their behalf exempt also?

I know this varies depending on location, but I am curious to hear how you handle this.
