How Common Is Losing A Security Bid Due To Being Locked Out Of The Network?

I have a relative whose integration company lost a ~$1/2 million video surveillance bid to a (state government customer) existing network/IT provider because the bid specifically stated the customer's existing LAN was currently under warranty agreement with that IT company, so the existing network could not be used.
