what will be the best practice on VLAN configuration for the below network components?

The network have following components.

1. 2200 cameras.

2. 64 channel NVR- 41 nos.

3. Central Storage (Net app)- 1

4. Client Work stations: 23 Nos

5. VMS main Server: 1 Nos

6 . VMS Redundant server: 1 No's.
