Hikvision sales in Europe are falling due to repeated human rights and PRC government scrutiny. In 2021, Scandinavian security provider Avarn publicly dropped Hikvision over human rights. In 2020, the Norwegian government's Council On Ethics found Hikvision's involvement in "serious human rights abuse" in Xinjiang to be "ongoing". Now, this has become a public controversy in Norway.
