It looks like a wifi AP antenna hung face up, with the 'lens' being a plastic knockout plug.
Surely I'm wrong, but that doesn't look like a camera lens in this image.
I agree that's what the housing looks like, interestingly it shows up on this website too: Security Lighting
You can make out where a wire may have been pushed through the black grommet 'lens'
It initially looked like some kind of traffic red light plate capture setup to me.
Looks like a solar powered time lapse construction camera to me. I think Sensera used to use that housing, although I can't find a form factor that looks like that on their website now.
Update: it's almost certainly a Sensera MC-60 series construction camera, with an IR illuminator hung off the bottom.
On the topic of ugly housings, here is one I caught at a hotel recently.
It is an ugly smoked dome, with a box camera housing sprouting off the side...

Thinking of Ritz, I specifically took this photo on a recent vacation in Maine. Notice the box camera housing that I assume is supposed to be pointing at the gate. Instead it is looking up a building or in the sky...

That looks like a fire alarm beam detector to me. I can't place it, but I'm pretty sure I've seen that model before. Next time you see one, if you look directly opposite the unit, there should be a receiver or a reflector, depending on the manufacturer.
Also could be a long range PIR. But again, can't place it.
