Head Scratcher - Connecting ANPR Cameras Across 3 Large Suburbs?

Hi IPVM

I have been requested to design an IP Surveillance solution for a client whereby multiple poles will be planted with either 1, 2 or 3 Hikvision ANPR cameras around three large suburbs.

Connectivity to the cloud from each pole will need to be via a lte router.

Without using an NVR or DVR at each pole but rather the internal storage in the ANPR cameras (DS-2CD4A26FWD-(IZHS)(LZS)/P) of 128GB - what would be the best way to transmit that data from each camera to the main server without the need of a team to go physically to each pole and upload the data?

We could potentially do it over the lte bandwidth, however the costs would be too high.

I look forward to some great suggestions.

Where is the main server physically relative to the 3 cameras? This impacts options.

Thank you for your quick response.

The main server will be installed at on of the police stations within one of the suburbs being covered.

That is the best I can do for an answer for now.

So it is likely far enough away from the individual cameras that setting up a private / closed wireless network is not feasible, yes?

And does the customer want to have the ANPR data in real time or?

That is correct.

The ANPR data will be sent to the cloud via a seperate company so as to verify and analyse the plates against the local policing data bases.

However, these are merely plate images as opposed to live footage.

And no way for the cloud company to ingest / share the plate image as well? It would seem they would want it anyone for visual verification?

It is extremely tightly controlled due to the sensitive information of the plates and potential misuse of the system.

Sending that much data will be very expensive.  Is keeping it locally on the SD cards and only retrieving relevant data an option?  I would keep to motion only recording to stretch how much time you can get on the SD card and have the customer only log into the cameras remotely pull incidents or "clips of interest" rather than try and store everything through a LTE router.

Yes, this is an option of course.

However, these cameras are being installed on busy roads into and out of the suburbs - there will be constant movement during the days and well into the nights.

Being a community policing project - any data will need to be accessed at anytime as and when a complaint is logged.  As with human beings, this could be hours and even days after an incident.

Outside of LTE / cellular / mobile, what other options do you realistically have? It's infeasible to build your own network and infeasible to physically send someone.

Most PD have very generous data relationships with LTE providers, some even have their own Govt use spectrum for their vehicle data feeds.  It is not uncommon for PD to be given unlimited data on LTE for their vehicles.  Have you spoken to the IT department of the PD to see if that is the case?

Will you be mounting the LPR cams on city provided poles in the easements?  If so, you can almost always get circuits delivered to those poles since they fall in the city ROW.

Except, we are installing this solution in Johannesburg, South Africa where the same rules do not apply to 1st world countries.
