I was already getting SaaS/licensing fatigue as a customer, now that I'm on the other side of the fence, I don't push any of this "pay forever" stuff unless it's the only solution, or per client request/insistence.
Enterprise/Government security managers already have to constantly justify the existence of staff and security countermeasures to ward off the budgeteers, all this really does is take money out of the pot that could have otherwise been spent in a better way. Generally, sustainment comes out of the O&M budgets, same as payroll.
