Fire Code Regulation In Vietnam?

Hi all, seeking for some guidance from the network. We are working on an installation of a new access control system in a multitenant building in Vietnam. Apparently the previous installation being replaced was never "connected" (relay) to the building fire system. According to the Landlord's feedback they do not allow this type of connectivity for any tenant.

Does anyone have any recommendation or have experience installing access controls systems in multitenant buildings in Vietnam that can share some practices or regulations?
