Person poses 2 feet from the camera, looks straight ahead, flash goes on - ideal conditions. Also it appears to only be doing 1 to 1 matching, i.e., is the person standing in front of the camera the same as the picture on the passport. That makes it likely to be highly accurate. DMVes have been doing similar for years.
