I have looked the exit device article regarding double doors.  But I still have a couple questions:

retrofit a panic bar with upper vertical rods - is this the easiest choice?

when would you use mag locks?

should the panic bar have electronic latch retraction?

do i replace the secure side door handle with a stationary dummy pull?

What is the existing door hardware?

i am a fan of electronic latch retraction... many times you can find a manufacturer made elr or you can find a company like sdcsecurity that makes elr kits to fit many existing egress bars...

The existing door hardware is a standard crash bar.

Let me ask a follow up question... they have one set of doors in a "process space" or washdown area where the door has a good chance to get wet on the unsecured side.

Would a shear mag lock in the top jamb be a good choice or is there some specialized weather rated hardware?

Jason, unsecured sides of doors get wet all the time due to weather and most electronic hardware doesn't have a problem (exception maybe a cut in strike). ELR may most likely be the easiest and cleanest installation.
