Encoder Licensing On Enterprise Vmss

I have been looking for a consolidated report of how video encoders are licensed in VMSs like Milestone and Genetec. For example, in a recent report on the new Axis 4-port encoder, it was stated that only 1 license was required in Genetec and Milestone however according to the manufacturers, you should be ordering 4 'analog camera licenses' even though a single 'IP Camera license' will allow all 4 ports to work. Does such a report exist? I have a customer with over 400 analog cameras who is ready to convert all their DVRs to a VMS but really can't afford to replace the cameras or cabling, and if I can save on licensing it would be a real boost. Thanks.
