Emergency Pool Phone Behind Locked Door

We looked at a poolhouse yesterday for access control and I had to unlock a door to get to a hallway, pumproom, bathrooms etc. In this hallway was the emergency phone for the pool. The door may be locked now since the pool is still closed/locked for winter. Not sure if that door remains unlocked when pool is open.

 

Can that emergency phone be located behind a keyed locked door?

 

Can that emergency phone be located behind an electronically locked door?

 

I would think the answer is no for both

In my opinion, an emergency phone should be readily accessible near the pool at all times. An argument could be made that it would be OK to have the phone behind a locked door at times when the pool was "closed", provided that it was drained or covered with a locking lid.

However, in some of the gated communities that I have worked for, a common security problem is kids breaking into the pool after-hours and using it for midnight swimming parties. If a kid got into trouble, even when the pool was "closed", I would want an emergency telephone to be readily available. 

The laws concerning emergency phones at pools vary from state to state. One of the pool phone manufacturers has a summary of State Pool Phone Laws on its website.
