Emergency Call Box Upgrade: Analog To IP - What Available?

Looking for solutions for upgrading an existing analog emergency call box solution to IP.

Existing solution is approximately 27 call boxes (5 analog lines). Emergency call boxes are placed throughout, retail common space, parking garages, parking lots (approximately 20,000 parking spots) etc. Remote call boxes in remote parking lots are completely cellular so trenching new lines would be a deal killer. I assume we could utilize our fluid mesh existing deployment for the lot’s with a cellular backup?
