E-Rate Funding For K-12

I'm not exactly sure what you are looking for, but IMHO, the program is largely effective. It does have its problems like every government program. There is waste, fraud and abuse. When that has been found, it has not been as vigorously prosecuted as it should have been.

It has the best of intentions. An awful lot of programs do. But there are the inevitable thieves within the system where taxpayer dollars are concerned.

When you read about the millions of dollars worth of equipment that has been purchased and never used, the bid-rigging, the sweet heart deals it makes you want to ditch the whole thing. But, the program was designed to bring technology into school systems, and to do so based on need. With that goal in mind, it has been largely successful. Now the FCC is defunding parts of the program (VOIP) and moving those dollars to WIFI over a 4 or 5 year period. Given the advances in technology and devices, that may be somewhat painful for some schools and districts, but it is the best use of the money.

Like most programs, those entrusted with oversight need teeth. They need the ability to enforce the rules and punish offenders to the fullest extent of the law.
