Recently a security professional asked IPVM about this.

Unlike Dahua and Hikvision, Uniview is not (at least yet) banned under the NDAA for federal use or purchase with federal dollars. Accordingly, it is likely Uniview is used by various law enforcement agencies at various levels of the US Gov. While many Uniview models are NDAA banned due to the use of HiSilicon SoC (system on chip), some offerings that do not use Huawei chips are not banned. (Uniview maintains a list of NDAA-compliant devices on its website.)
