Is there anything available to take the video from 2 IP cameras coming back on a single CAT5 and decode it to composite signals which will be input into an older analog recorder?

See: HD Decoder / Thin Clients for a survey of options.
Yes, it's called a decoder. You don't need a direct connection, if that makes a difference. Both the IP camera and decoder only need to be on a common network.

Or Eizo monitor with decoding built-in. Does anyone use this before ?
An option is to replace your recorder with a Hikvision or Dahua recorder that can do Analogue as well as IP. You would need to check the detailed specs but most Hikvision TVI and Dahua CVI can support some IP cameras.
Depending on the size of your recording device i would say there will be a good chance that it will be cheaper to replace the recorder than to use decoders.
If you have a Ip camera going through a decoder and to your analogue machine it would most likely mean that you can only record at 4cif resolution. If you change the recorder you should be able record at up to 4MP on Dahua CVI machines and 3MP on Hikvision TVI machines.
