Regardless of what one thinks about China and cybersecurity, one thing is clear. Since US tariffs were threatened and the US House proposed banning Dahua and Hikvision (now law), Dahua and Hikvision's stocks have plunged. In total, Dahua is down nearly 50% and Hikvision nearly 40% since May 2018, despite both companies assuring investors that the US' moves were not significant.

Indeed, today, both stocks hit the PRC government max allowed decline:

Sharply falling stock prices are a problem for many reasons including accessing capital, motivating managers (who have stock compensation), solvency risks for those who have pledged their shares for other investments (e.g., Dahua's Founder), etc.

All that being said, the Chinese government could very well come to Dahua and Hikvison's rescue. For example, in August, Dahua and Hikvision's stock momentarily soared as investors interpreted a Chinese government announcement to mean that support was coming to Dahua and Hikvision. However, since that brief burst, both stocks have fallen 20%.

Is this the new 'normal' for these companies or can they surge back up?

Btw, for those wondering why Dahua is overall down more than Hikvision, two factors are likely:

(1) Hikvision is the clear #1 inside of China, Dahua, while large, a distant #2

(2) Hikvision is government owned, Dahua is not

Those two factors likely make Dahua trade at a relative discount to Hikvision.

Today, Dahua's stock was flat but Hikvision was down another 3.59%:
