Looking For Cell Networked Access Control Recommendations

I have a client that is looking to replace several old access control systems currently managed over extremely unreliable phone lines. Remote management is a must, and a standard internet connection is really not an option. Given that adding and deleting users is a fairly low bandwidth exercise I expected this to be easy, but I cannot find an offering for this setup. I've checked with alarm.com and honeywell as well as several other avenues with no luck. Anyone have any ideas?
