What Is The Best Outdoor Camera Resolution?

I was curious to get real practical experience on the best resolution for outdoor commercial applications. I have heard it described that a higher resolution camera requires more light to effectively illuminate the pixels. Thus, a 2MP is a better outdoor choice than a 5MP, at least in low-light situations? What are the real facts and experiences? How do you determine what resolution to recommend to a customer in terms of outdoor resolutions?
