As this class in about access control, and we reviewed issues about the administration of cardholders in the physical access control system (PACS) and visitor management systems (VMS). I've usually been in the inevitable position of creating ID badges for the PACS. I wondered from time to time, whether the HR department should handle this as part of the onboarding process, and just pass me the personal ID (PID) and badge #, rather than me playing the role of "BadgeMan". As my work gets more involved with the expansion and upgrade of the the institutions PACS and CCTV systems, rather than being interrupted all week long for walk-ins and scheduling staff for their photos, shouldn't this be handled by HR. I tend to think it would be good for HR in the handling employees, but others think it involves institutional security and so should fall under the Security departments realm of operations.
Is there a Holy Grail document or standard or essay where this is discussed and what course should be taken? Besides staff, there's the issue of vendors and contractors and Facilities is loathe to administer them and throws back to Security. Of course, those in the rarified atmosphere of Administration consider this a matter that shouldn't concern them, it's between the Factions.
