Access Card Management Tracking

Hi all, a simple end user here with a question, probably mostly for other end users, or ...

What sort of system are organizations using to track access approval and issuance of access cards? A couple of the more popular applications I have heard for this are ServiceNow and ZenDesk. But I am wondering if anyone has any data on how many are using in-house built applications, or just using spreadsheets vs an external application.
