Can Your Surveillance System Stand Up To Canadian Standards?

The New Brunswick privacy commissioner recently published a video surveillance best practices document (possibly in response to a YMCA covert recording scandal). The end of the document includes a checklist of items an agency needs to follow in order for video surveillance to be legal. I'm assuming there are similar rules in most provinces. The privacy commissioner says these requirements help protect privacy while maintaining security. Do you agree? How many non-Canadians out there can say their systems could meet all of these requirements?

What exactly is meant by observation purposes? No live view unless alert?
