Who Has Experience With Hikvision's New Mini PTZ (DS-2DE2A Series)?

I have installed two of these cameras, both 4MP 2.8-12mm versions (DS-2DE2A404) and both suffer from the same issue of very poor image latency and reliability.

When communicating with the camera either via the web interface or by mobile iVMS-4200, the camera takes several seconds to display an image and moving it around is lethargic, stuttering as if it were displaying 10 FPS. Sometimes the image doesn't even come up in the web browser, but if you open the PTZ controls you can move it around while observing it on the monitor connected to the DVR.
