How To Teach Security Manager To Justify Investment To C-Suite?

Security Manager in a big institution very happy with Integrator's latest powerpoint presentation and live demo of the products on-site. But this Manager doesn't know how to justify with clear numbers a $20K investment in a new LPR System complete with speed cameras hardware and software licenses to the CEO's Regional Manager. He knows that by purchasing the LPR system, he would be able to catch suspect vehicles on the premises, avoid incidents involving strangers on the property, etc. and generally make his day-to-day job a lot easier, but how does he translate that to numbers in a formal written report, so that the Regional Manager approves the purchase ?? (i.e. 10 cars captured and investigated = equals to = $5K saved on loss of reputation to the company, etc.).

Anybody here had these obstacles before ? Specially in an down economy / economic recession period.
