I was told that Lenel can take over a software house site with the ability to keep the software house panels on the wall. Is this true and if so how does that work. Software house panels are not mercury controls so I am confused

They may be referring to the iSTAR replacement panels from Mercury.
Since Lenel is using mercury controllers I found this on mercury's site. That's all I know though. lol

I think Michael is probably correct here. Lenel cannot take over existing Software House panels in-situ, but they do make retrofit Mercury board designed to fit iStar controller cans.
The idea is little more than a screwdriver is needed to change things over; all the device connections terminate on the new Mercury boards at the same spot.
