A small regional airport requires to monitor (clearer the details of the plane the better) the landing/takeoff of two seater training planes . Starting from half a kilometer before landing and half kilometer after the takeoff. Any suggestions how to do this?

The surveillance solution can be manned or automated. The latter is preferred. I am not aware of any camera system or VMS sof
