Are There Any Free/Open Source LPR Systems?

Are there any free/open source LPR systems that can be tied into a hikvision camera? For me, it would be good enough just to record the time and license plate number in some sort of database. I dont need to tie it in to the video playback itself.

OpenALPR, theoretically you could send MJPEGs to this program and just have it check image after image, outputting the matches to a file or directory.

For a business, I would recomend using a paid system because of support. But for my own house to hopefuly sortof keep track of the cars driving up and down on my block, I would rather go with a free system.

I live on a small cul-de-sac. There have been a lot of breakins in the neighberhood recently. Police believe that the thieves drive around before hand planning which place to rob
